Hot take: L1/L2 foundations should create a Web2 VC fund, appoint partners from the top Web2 VCs, with two rules: - Invest in projects that build on their ecosystem and enhance it - ONLY invest in equity. No token investments allowed. Token launches also banned for portfolio companies. This would fix 70% of crypto’s app and use case problem. Give the right incentives and people will build the right things.

No, KYC/AML enforcement on on/offramps & ETFs are not regulations. The system being stable and secure enough, such that governments won’t force on/offramps to make it artificially hard for people to get onto a blockchain, is regulation.
